If you have bought the Vipertek VTS-989, the way to test it is to trigger the device, making sure you never touch the grab guard or electrodes. As long as you see an electrical arc between the two probes, it is working perfectly. You don’t need to stun yourself or anyone else—the arc is your confirmation. Once you know it works, you’ll want to recharge it so it’s ready whenever you might need it. You should probably recharge it once a month. It takes about an hour to get a full charge.
